Normally these fan motors will either be on whilst there is power to the oven and switched from the oven selector switch or they will be controlled by thermostats mounted on the top or rear of the oven cavity.
They are usually controlled, when they're not switched from the selector switch, by a thermostat that is known as an "initiation thermostat". This small thermostat (in rare occasions a small electronic module) will detect that the oven has reached a pre determined temperature and close the circuit giving the cooling fan motor a live feed. this switches on the cooling fan and, until the temperature detected by the thermostat drops back it will stay on, even if you switch the oven off.
The problems with them if they fail is usually that they will get noisy, so you get a noise from the oven all the time it is running or, if not enough cool air is blown across the cavity there will be a safety thermostat that will shut the oven down when it appears to the thermostats to have overheated. If this is the case the usually, once the oven or cooker cools off it will restart and work as normal until it overheats once again.
